YOUR refined and narrowed RESEARCH QUESTION:

1. THE ISSUE: Describe the appropriately narrowed, current, and unresolved issue relevant to your field of study. Explain what caused this controversial issue to arise and why people disagree about how it should be resolved. Make sure it is either about to happen or is just getting underway, which means it have arisen as a controversy within the last 18-24 months.

Be specific. Do not choose overly broad issues that have been debated for a long time, such as “legalizing marijuana.” Think much more narrowly, such as a specific piece of legislation at the federal or state level that has not yet been voted upon (e.g., how a specific state considering legalizing marijuana plans to negotiate the federal prohibition against its use). Use credible evidence to indicate the source of your information, integrate it effectively and ethically, and cite it accurately.

The world’s economy was shut down almost overnight because of the coronavirus pandemic. The tourism and hospitality industry, a crucial sector of the economy, was significantly affected, with restaurants and eateries worldwide shutting down due to the new government regulations. Movement was inherently limited to limit the spread of the disease. This necessitated the identification of reasons as to why the government needs to support the hospitality industry. However, when narrowed down, the research sought to identify how the government can integrate technology to help with the recovery of the tourism and hospitality industry. It is essential to understand that there are different perspectives and ideas on how the government should handle this issue. However, reviewing previous works and articles provides information on the need for technology to be at the center of the tourism and hospitality industry development.

According to Gursory & Chi, (2020), the pandemic has significant negative effects on the tourism and hospitality industry. This necessitates the creation of effective and practical strategies that can be used to lessen the effects (Gursory & Chi, 2020). One potential solution would be to integrate technological developments within this industry. This will help in combating the virus and influence the development and advancement of the tourism sector. The study can be backed up by Rockett’s (2021) analysis of the Tourism tracer, an advancement aimed at understanding the flow of demand in the tourism sector. This article suggests the reliance on GPS-enabled smartphones to curb the spread of the virus while at the same time influencing the demand for tourist activities (Rockett, 2021). The suggestion of these solutions has introduced a dilemma and controversy in this industry. Will technological advancements replace most of the workforce populations in this sector? And how are tourism and hospitality Companies expected to raise enough resources to purchase some of this advanced technical equipment with them being affected significantly by the pandemic?

2. THE AUDIENCE: Identify and describe a primary audience who has direct influence over the issue you researched and analyzed in your annotated bibliography. Explain the audience’s vested interest (decision-making authority) in the issue and describe any current events or trends that may be currently affecting your audience’s interests. Use credible evidence to indicate the source of your information, integrate it effectively and ethically, and cite it accurately.

The primary audience for this project is U.S. Senator Brian Schatz (D-Hawaii) and the hospitality and tourism department managers, including the government. The U.S senator Brian Schatz has the power and authority necessary to implement policies that promote the development of this industry. In addition, he is a key person of interested directly invested in the development of the Tourism and Hospitality industry. According to Aharon et al. (2021), the government plays an essential role in ensuring that all businesses within the country’s borders operate within a supportive environment. Every business, regardless of its industrial operation contributes to the general economy and the growth of the country. Consequently, the government should implement measures aimed at supporting industries that have been significantly affected by the coronavirus pandemic, especially the tourism and hospitality industry. The article proposes that the US financial market focusing on the stock of hospitality and tourism departments should lay down measures and strategies to recover the industry’s financial position. The outlined audience has an interest in the issue because the government collects taxes from the industry, and industry, in return, relies on licensing from the government (Aharon, 2021). One event that may affect the audience’s interest is the uncertainty of the virus re-emerging in the future before investment returns are discovered.

3. AUDIENCE’S POSITION (the audience’s argument): What position does the audience have on the issue you chose? Note that audiences do not always spell out their positions. You will need to conduct research in newspapers, trade publications, and journals to collect the necessary information about your audience’s position. Use credible evidence to indicate the source of your information, integrate it effectively and ethically, and cite it accurately.

Each audience in this project has a distinct position about the issue. The hospitality industry management leaders maintain that the government should intervene and provide resources to boost the operations. They argue that the industry has been most affected by the pandemic, further exacerbated by the legislations and policies put in place. On the other hand, the government accepts this responsibility; however, intervention in such issues is procedural and requires multiple documentation to ascertain that the businesses are licensed and registered. In addition, they must provide their financial estimates for the last few financial years to determine whether they pay their due taxes with honesty (Greechie, 2019). Whether the government should intervene in the issue will depend on whether the industry has been trustworthy in tax payments. This process is rigorous and complex and will influence the utilization of more resources. The government is consequently engaged in weighing the advantages and disadvantages of this proposition.

4. AUDIENCE BIAS: What values and beliefs does your audience have that would create biases against your position? Remember that everyone involved in a controversy will have biases, so having them is not a sign of weakness. It just means you would need to consider those biases when writing to the audience. Use credible evidence to indicate the source of your information, integrate it effectively and ethically, and cite it accurately.

Almost every sector of the economy has been affected by the coronavirus pandemic. The government is responsible for ensuring that all these sectors go back to normal by bridging the technology and financial gap created during the pandemic. Therefore, supporting the hospitality and tourism sector only would sound biased as the government is responsible for all sectors of the economy. The government should consider financing all other economic sectors to curb the bias (Greechie, 2019); however, this is impossible as the public resources have been significantly utilized especially during this period. In addition, it goes beyond the concept of capitalism, deeply ingrained the identity of the country. Another constraint is the fact that the government involvement in these operations may be termed controversial, consequently influencing discourse and conflict within the society.

5. YOUR POSITION ON THE ISSUE: Identify and explain your stance on this issue and why you disagree with the audience. THE FIRST SENTENCE OF YOUR RESPONSE WILL BE YOUR THESIS, OR THE ANSWER TO YOUR RESEARCH QUESTION THAT YOU WILL SUPPORT WITH EVIDENCE.

I agree with the hospitality and tourism department managers that the government should introduce strategies and measures that help protect the viability of this industry; they should provide resources that can help boost their operations. I disagree with the notion that this is a complex process and would require much time to implement or institute these policies. One important factor to understand is that the coronavirus impact on the tourism and hospitality industry is unprecedented. The government can introduce a process of authenticating and verifying the credibility of these businesses seeking funding. Those that have been proven law-abiding should be provided with financial resources to boost their operations, while those that have not should be subjected to probation. This would ensure that every business gets a chance to be reimbursed for its losses.

More than one billion people traveling to international destinations each year, the tourism and hospitality industry has become a leading economic sector, contributing approximately 9.8% to the global GDP (Rasool et al., 2021). In addition, it represents about 7% of the world’s total exports. It is necessary for the government to implement support measures and strategies that can help recover this industry. It is essential to understand that the tourism and hospitality industry does not only contribute to the growth and development of first-world countries. It also influences the growth of third-world countries that have multiple resources and great attractions. Additionally, it affects other sectors of the economy, such as agriculture and food production. I agree with the hospitality and tourism department managers that the government should introduce strategies and measures that help protect the viability of this industry. After all, the introduced legislation because of the pandemic was much more

 

6. CONCESSION and COUNTERARGUMENT: Describe elements of your audience’s position that you sympathize with (concession) so that you can acknowledge the counterarguments to your stance. Next, refute what you can about the audience’s position with evidence-based counterargument of your own. Use credible evidence to indicate the source of your information, integrate it effectively and ethically, and cite it accurately. 

I agree with the government’s position that this process is going to be rigorous and complex, especially with the significant number of tourism and hospitality companies in the country. However, there is a charter process furthered by the fact that most of these companies are licensed to be in operation. If the government designated a team of individuals to assess the authenticity of these individual Companies, then the process would be greatly enhanced. Additionally, it will provide the solution required for the recovery of the tourism and hospitality industry from the effects of the pandemic

7. EVIDENCE: What types of evidence would your audience expect to see in order to be persuaded by your argument? Most audiences who hold decision-making authority over an issue are sophisticated and knowledgeable. Think carefully about what it would take to persuade your audience to change its stance or at least agree to a compromise on the issue. Use credible evidence to indicate the source of your information, integrate it effectively and ethically, and cite it accurately. 

It is essential to understand that different types of evidence can be integrated to persuade the audience. The first piece of evidence that will be used is data. Data is the type of evidence that is included in most presentations. Statistical data will be used to provide context on the impact of the coronavirus pandemic on the tourism and hospitality industry. Images and graphical representations will be integrated to help explain and support the position taken. Another type of evidence that will be integrated with the presentation is professional expertise. This refers to the opinion of qualified personnel on the subject matter. Their names will be cited to provide the audience with context as to who they are and the importance of their opinion. Thirdly, case studies will be integrated within the paper, with different tourism and hospitality Companies being cited.
