Reframing

Part One: Stakeholder Perspectives

When working on a policy problem, you need to engage the stakeholders impacted by the problem within the context of the issue. Assuming you are working on a policy issue related to a county health crisis, the stakeholders impacted by the policy might include county hospital administrators, the general public of the county, suppliers of supplies relevant to the issue, etc. Once you identify the stakeholders, then you need to decide what mix of those stakeholders you wish to engage in order to address your policy outcome and message most effectively.

For this Discussion, you will share with your colleagues your assigned scenario (i.e., decision-maker level and topic), how your group applied its critical thinking to identify the relevant stakeholders and the optimum mix of those stakeholders, and the impact of those determinations on how you might reframe the policy issue. That is, once you know the stakeholders to whom you will speak about your researched topic, how might the approach to defining, engaging, and reframing the issue contribute to making sure you get your message across to the right stakeholder mix?

To prepare:

Familiarize yourself with the Stakeholder Resources listed below. What considerations might be explored to arrive at an “optimum balance” of stakeholders? What framing strategies might you apply to more fully engage stakeholders?
