Funding Proposal

The funding proposal will be discussing the liberal and conservative viewpoints on matters related to health promotion and disease prevention.

Liberal Viewpoints

            The liberals have been on the verge of fighting for better healthcare and also achieving universal healthcare for the United States citizens for a very long time. The party, in 2010, ensured that the Affordable Care Act had been implemented in the country, which ensured that more than 20 million Americans had access to affordable healthcare as well as cutting the uninsured rate by half (Myers, 2017). The Affordable Care Act allows Americans to stay in their parents’ insurance until they are aged 26 (Myers, 2017).

            The principles of the party emphasized social equity, protection of the environment, and also the strengthening of social safety, particularly through liberalism (Myers, 2017).  As such, the party ensures it promotes health through acts like the Affordable Care Act.

            Many analysts view that the act has paid off for the democrats during the 2018 elections. This is because many voters rated health issues as their main issue of concern and trusted that democrats would deliver and not the republicans. The agendas of the democrats’ governor’s meeting, which was held in 2018, ranged from climate change to healthcare. Other key agendas include energy-efficient buildings and 100% clean electricity (Cornfield, 2019).

            The main program data that can be used to address the issue of liberals and healthcare is the effect that Obamacare and Affordable Care Act has had on Americans (Myers, 2017).  The coverage provision has prolonged the insurance coverage of health care to millions of citizens in the country. The goal of the program is to expand the coverage after the first successful enrollment in 2014 and has seen the number of uninsured Americans fell from 41 million to just about 27 million (Myers, 2017). The care has made more Americans financially secure as the number of people who previously avoided or struggled with medical bills has significantly reduced. As such, continued funding of the Affordable Care Act would not only alleviate the risks of lack of insurance for Americans but would also prevent diseases and increase the quality of life for the citizens of the country (Myers, 2017).

Conservatives Viewpoints

            The conservatives believe that every individual has to take responsibility in every circumstance. The party also believes that the private sector plays a huge role in assisting the poor in initiatives like charity more than the government does through its welfare programs (On the Issue, 2018). They also believe that social assistance programs can easily cause government dependency. The conservative supports the HSAs and HRAs as a perfect replacement for Obamacare. They believe that the expansion of HSAs can be tied to a high-deductible health plan and, as such, be used to pay for several medical expenses (On the Issue, 2018). They also believe that the Affordable care act and patients protection impact is disastrous to the nation. They believe that the main motive is for power and government control of the economy and not to benefit the American citizens. They describe that the act forces the citizens to purchase health insurance policies (On the Issue, 2018).

            The healthcare issue has been an agenda for the Republicans, who are the largest conservative alliance in the House of Representatives, and has come with a healthcare proposal that aims at giving the power back to the state and its individuals and not the government (Turner, 2020).  They have called it the Framework for Personalized, Affordable, Healthcare, and aims at empowering, protecting, and personalizing the healthcare system in the country (The Republican Study Committe, 2019).

            The target population of the conservative party is all of the American citizens, even those in pre-fix positions (The Republican Study Committe, 2019). Their main goal is to ensure there is a thriving healthcare market which would promote individual choices, affordable options, and also the quality of care. The report also assures that the plan would not be government-run as it has flaws, giving an example of the Veterans Health Administration which is government-run health care plan but has a lot of flaws where even veterans have suffered, and others died as they try to desperate get the care they need. The RSC plan encourages coverage through insurance portability (The Republican Study Committe, 2019). As such, it is evident that the plan is meant for the general population and aimed at covering all the Americans who might be having other cares and insurance plans. It is aimed at discouraging the use of Obamacare, which they deem as expensive for citizens.

            Continued funding of the plan from the Republican Party would be effective in improving the health care and provision of health services for the American citizens and also cover a bigger percentage of other Americans who do not have any form of healthcare insurance up to now (Turner, 2020).  It would be effective in both preventing diseases and improving the quality of life and care.

Conclusion

            The two parties have been working towards improving the quality of life of the Americans through the introduction of insurance policies that would ensure they not only have access to healthcare services but also afford the type of care they need. Although the two parties act as rivals in both houses, their motives is to improve the quality of care for the American people, which is beneficial to Americans as a whole.
