How communications, the National Incident Management System (NIMS) and planning are utilized to properly conduct crisis management operations.  Include examples of incidents from the case studies in the Howitt and Leonard Managing Crises text and  other sources that illustrate your paper’s position.  Your writing should identify both the “do’s” and “don’ts” associated with these concepts.Your paper should draw  conclusions and make  recommendations concerning lessons to be learned in developing an Emergency Operations Plan  and implementing the Incident Command System (ICS).You must support your report and recommendations by using both the course textbook (Howitt and Leonard, Managing Crises) cases and external research.
