Just prior to the 2017 inauguration of President Donald Trump, the Chicago police, as well as governmental departments in the city of Chicago, opened a formal information-gathering investigation into thousands of demonstrators preparing to lawfully protest through a series of rallies and marches in the Loop area of downtown. Officers and other officials monitored social media and conducted other methods of surveillance of participants prior to, and during, these events, despite organizers’ emphasizing the need for peaceful protest and speaking out against hatred.
A recent investigation by ProPublica revealed that city officials in Chicago have a history of monitoring groups exercising their 1st Amendment rights, including Occupy Chicago demonstration participants, protesters of the 2012 NATO Conference, Black Lives Matter activists, and other neighborhood and church groups. Police officials, however, assert that they were merely attempting to prevent potential violence and protect all participants’ expressions of free speech. Notably, many of these methods are recommended “best practices,” as outlined in the Police Executive Research Forum (PERF)’s 2011 publication “Managing Major Events: Best Practices From the Field.” Contrarily, many oppose these forms of intrusive surveillance in the name of public safety, citing there are few options to “watch” the police and their behavior in return.
