Universal Pre-K Policy Memo corrections

Correcting can be in the form of grammar corrections or more further elaborations. I would like corrections to be in the form of a different ink color (preferably red). Additionally, there are two sections that I would like help on. “Efficiency Considerations” and 1-2 more paragraphs under “Policy Considerations”. They are highlighted. These two sections should be approx 300-350 words in total.
