City Council Meeting Observation

I attended the city council meeting of Parma height in the state of Ohio on February 10, 2020. The meeting was held at 7 pm and was led by council president Gallo and various prestigious council members attended the meeting, and they comprised council president Gallo, council members Koch, Walsh,  Danczak, Everett, Stavole, Clerk Of Council Bohdan, Law Director Pokorny, Director Of Finance Laconis, Director Of Housing And Recycling Teresi, Director Of Community And Economic Development Sebes  And Director Of Recreation Tal.it was the first council meeting I had ever attended and I made some observation and learned about the decision and the process that take place to ensure that Parma height council meeting is expertly run.

Mayor’s caucus was held at 6 pm, which authorized and directed the Mayor of Parma Heights, Ohio, to accept grant funds from the northeast Ohio public energy council for an energized community grant and to declare an emergency. This ordinance was to be approved by the commission of the Parma Heights, county of Cuyahoga, and the state of Ohio. Director of public service suggested on the auctioning of city-owned obsolete vehicles. An ordinance imposing a temporary moratorium on the acceptance of any application seeking development and on the approval of building permit applications for property located within and surrounding the planned unit development district located at pearl road and W 130th street and from west 130th street to Ackley road in the city of Parma Heights and declaring an emergency was read. Mayor’s caucus lasted for 50 minutes, and the council met in a closed session for about 10 minutes before they reconvened in a council meeting. I observed that some topics were discussed in a closed meeting, and they were off-topic to the public. Some reports were not presented in public to avoid violating the law and the right to privacy of someone.

The council meeting was called to order by council president Gallo at 7:02 pm following a pledge of allegiance the city council meeting began. The council went on to approve the minutes of the previous meeting. Councilman Stavole motioned, then Councilwoman Everett seconded the movement if they agreed. After the movement being seconded, a vote would follow to confirm if the action was denied or approved. Reports were taken from mayor and directors of different fields, and reports on recent community activities were discussed, which seemed to revolve around the council members. All the ordinances were read by the council that was presented during the meeting.

The council meeting seemed to serve a cordial tone, and it was official on its orientation. A proposal to impose a temporary moratorium on the acceptance of any application seeking development and on the approval of building permit applications for property located within and surrounding the planned unit development district located at pearl road and W 130th street and from west 130th street to Ackley road in the city of Parma Heights and declaring an emergency was approved by the council of the municipality of Parma heights, county of Cuyahoga and the state of Ohio.

The next part of the meeting appeared to deal with permitting to establish appropriations for the current expenses and other expenditures of the city of Parma Heights, Ohio, from January 1, 2020, to and including December 31, 2020, and declaring an emergency which the city council approved. 

It was a long and exciting experience to observe a city council meeting. I learned how much planning and forethought is put to make effective decisions on the subject matters. Even though it was not loud, I gained a lot of knowledge about council meetings.
