A weakness of law enforcement is mistakenly treating victims like prostitutes. A weakness of IT is not being able to help victims beyond identifying trafficking activities in the online environment. I saw weaknesses for law and economics.

A specific conflict would be how politicians are supposed to make laws to protect victims, but laws may imprison victims.
