Overview
The MPL used by ICAO member countries are not part of the U.S. regulatory requirements. In fact, the measure of pilot training and qualification remains a specific amount of flight hours. Training is conducted under Title 14 Code of Federal Regulations (CFR) Federal Aviation Regulations (FARs) § 61 or § 141 which outline required training times and/or flight experience minimums for pilot certificates and ratings. Under § 61, pilots are required to have 250 hours of flight time to be eligible for a commercial pilot certificate. Under § 141, a pilot is eligible for a commercial certificate after receiving 120 hours of training beyond that required for the private pilot certificate and the instrument rating, each of which require 35 hours, for a total of 190 flight hours.
