Response 1
There are many factors that influence social policy. The three factors I am going to focus on are economic productivity, perceptions of social institutions effectiveness, and views of human nature. Economic productivity is considered the high levels of output and affluence increase in the possibilities for choice and the degree of equality in a society Increase as national income rises (Stern and Axinn, 2018, p. 6). Economic productivity makes redistribution possible and, at times, psychologically necessary (Stern and Axinn, 2011, p. 6). An example of this would be when the economy changes, we must redistribute the welfare. Perceptions of social institutions effectiveness is defined by two separate approaches. The first approach is called residual. The residual approach is where it is assumed the array of other social institutions are capable of meeting the needs of the people (Stern and Axinn, 2018, p.6). This means the social welfare programs should only be temporary, when the other programs fail. An example of this would be food stamps. The food stamps program is available for those who are currently in need of extra assistance, however, the program is not intended for long term usage. The final factor, views of human nature, is considered a belief in the superiority of any group in the population becomes a basis for discrimination and exploitation, meaning one group is seen as more deservable than the other (Stern and Axinn, 2018, p. 7). An example of this would be in times of segregation, African Americans were still seen as a minority and as less than human. Even though slavery had ended, they were still segregated due to the color of their skin and often times were not offered the same resources as the average American.
Response 2
There are many factors that influence the development of social policy. Some of the most common factors include history, politics, changing societal norms, and economic growth. History always impacts future social policies because they give an understanding of what has worked in the past. An example would be the Elizabethan poor laws. Politics changes social policies because it allows those in the legislative branch to either expand or close any social policies to allow or disallow larger groups of people to receive help. An example of this will be our political climate today with those who are Republicans wanting to end or limit some programs such as SNAP while Democrats want to expand it. Changing societal norms influence social policy because the new society may need new policies or discontinue older ones to assist the present day needy. An example of this would be politics for unwed expecting mothers. The policies needed 50 years ago would not apply today because premarital sex is not as taboo as it was then. Lastly, economic growth is a factor because as some constituents gain capital, the needy have a larger wage gap any new policies to aid to close this gap. An example would be tax breaks for those with low income and children.
